Section 139. The new provision in this

section against the enclosure of verandahs or balconies by

blinds at night is intended to prevent the use of these

structures for sleeping purposes. When so used the windows

giving access to the dwelling rooms are closed for the sake

of privacy and the dwelling rooms thus suffer from want of

ventilation.

Section 141. The new arrangement of

kitchens is in accordance with the recommendations of Messrs.

Chadwick and Simpson

paragraph 15 of Report of 14th. May,

1902.

Section 151 gives effect to their recom-

mendation in paragraph 13 of the Report.

Section 163 is in accordance with the

recommendation made in paragraph 18 of the same Report.

Section 154. The abolition of windowless

cubicles has been extended to existing buildings, but it has

been necessary to give power to the Governor-in-Council to

modify the definition of external air when applied to such

cubicles because it would be impossible, without structural

alterations extending to houses other than those in which the

cubicles exist, to provide such a large space as is required

under the definition of external air (Section 6 (26) ). A

lesser space can be provided in many instances without any

structural alteration.
